The Orders and Medals of Guyana

The Constitution of the Orders of Guyana was amended under Guyana Act No. 2/1976 which makes provisions for three Orders of Guyana – The Order of Excellence of Guyana, The Order of Roraima of Guyana, and The Order of Service of Guyana. An abridged version of the Act is presented below.

Each year, usually on the occasion of the Anniversary of the Independence of the Republic of Guyana, the President, Commander-in-Chief of the Armed Forces and Chancellor of the Orders of Guyana makes appointments to the Orders of Guyana (Guyana's National Awards). The first appointments to the Orders of Guyana were made in 1970.
The Orders of Guyana
The Order of Excellence of Guyana (O.E.)
The highest award of the State and is limited to twenty-five living citizens of Guyana.
The Order of Roraima of Guyana (O.R.)
The second highest award of the State and is limited to thirty-five living citizens of Guyana.
The Order of Service of Guyana
General awards within the Order of Service are:
  (a) The Cacique's Crown of Honour (C.C.H.)
    Membership is limited to one hundred living citizens of Guyana.
  (b) The Golden Arrow of Achievement (A.A.)
    Membership is limited to two hundred living citizens of Guyana.
  (c) The Medal of Service (M.S.)
    Membership is limited to three hundred and fifty living citizens of Guyana.
Special awards within the Order of Service for courage and bravery are:
  (a) The Cacique's Crown of Valour (C.C.V.)
  (b) The Golden Arrow of Courage (A.C.)
  (c) The President's Commendation for Brave Conduct
Members of the Order of Service of Guyana under the general and special awards categories are ranked in the following order:
  (a) The Cacique's Crown of Valour
  (b) The Cacique's Crown of Honour
  (c) The Golden Arrow of Courage
  (d) The Golden Arrow of Achievement
  (e) The Medal of Service
  (f) The President's Commendation for Brave Conduct
Awards within the Order of Service for Military Service and for service in the Police, Prisons and Fire Services are:
  (a) Military Service –
    (i) The Military Service Star (M.S.S.)
    (ii) The Military Service Medal (M.S.M.)
    (iii) The Efficiency Medal
  (b) Police, Prisons and Fire Services –
    (i) The Disciplined Services Star for Distinguished Service (D.S.S.)
    (ii) The Disciplined Services Medal for Meritorious Service (D.S.M.)
    (iii) The Disciplined Services Medal for Long Service and Good Conduct

Criteria for Appointments to The Orders of Guyana
The Order of Excellence of Guyana (O.E.)
Only citizens of Guyana of distinction and eminence in the field of human endeavour of either national or international significance and importance are eligible for appointment to the Order.
Awards within the Order of Excellence may be made posthumously, but a deceased recipient shall not be regarded as a member of the Order of Excellence for the purpose of any provision limiting the number of members of the Order.
Any distinguished citizen of another country who has rendered valuable service to Guyana, or, whom for any reason the State wishes to honour, may be appointed as an Honorary Member of the Order of Excellence.
The Order of Roraima of Guyana (O.R.)
The Order of Roraima may be awarded to any citizen of Guyana who has rendered outstanding service to Guyana.
Awards within the Order of Roraima may be made posthumously, but a deceased recipient shall not be regarded as a member of the Order of Roraima for the purpose of any provision limiting the number of members of the Order.
Any distinguished citizen of another country who has rendered valuable service to Guyana, or, whom for any reason the State wishes to honour, may be appointed as an Honorary Member of the Order of Roraima.
Where a person who holds an award under the Order of Roraima is given the higher award of the Order of Excellence, he shall return the insignia and ribbon relating to the lower award and shall wear the insignia and ribbon of the higher award and use the suffix of the higher award after his name.
The Order of Service of Guyana
The Cacique's Crown of Honour (C.C.H.)
The Cacique Crown of Honour may be awarded to:
  (a) any citizen of Guyana who has either –
    (i) rendered service of an exceptionally high quality beyond the normal call of duty in the public service, social and voluntary services, industry or trade unions, or in any other area of public service, or
    (ii) achieved excellence of national or international standing and recognition in the arts, professions, sciences or sport or in any other area of activity
  (b) any institution, organisation, body corporate or group of persons deserving of official recognition for its contribution to the national economy through a substantial and sustained increase of production or in export earnings or for its achievement of a significant advance, leading to increased efficiency, in the application of technology to a production or development process in industry or for any other significant achievement or contribution to national development.
The Golden Arrow of Achievement (A.A.)
The Golden Arrow of Achievement may be awarded to:
  (a) any citizen of Guyana who has either –
    (i) performed an outstanding and specific act of service or achievement of an exceptional nature, or
    (ii) given long and dedicated service of a consistently high standard in responsible offices, local government services, social and voluntary services, industry or trade unions, or in any other area of public service
  (b) any institution, organisation, body corporate or group of persons deserving of official recognition for its contribution to the national economy through a substantial and sustained increase of production or in export earnings or for its achievement of a significant advance, leading to increased efficiency, in the application of technology to a production or development process in industry or for any other significant achievement or contribution to national development.
The Medal of Service (M.S.)
The Medal of Service may be awarded to either:
  (a) any citizen who has given service of a special quality deserving of official recognition or has given not less than ten years' service with exceptional dedication in the public service, local government services, industry or the trade unions or in any othe area of service to the community, or
  (b) any institution, organisation, body corporate or group of persons deserving of official recognition for its contribution to the national economy through a substantial and sustained increase of production or in export earnings or for its achievement of a significant advance, leading to increased efficiency, in the application of technology to a production or development process in industry or for any other significant achievement or contribution to national development.
The Cacique's Crown of Valour (C.C.V.)
The Cacique's Crown of Valour may be awarded for the highest acts of bravery in circumstances of great danger involving serious risk to life.
The Golden Arrow of Courage (A.C.)
The Golden Arrow of Courage is the second highest award for bravery.
The President's Commendation for Brave Conduct
The President's Commendation for Brave Conduct may be awarded for lesser acts of bravery deserving of official recognition by the State.
There is no medal for this award. A person so recognized wears a miniature Guyana leaf in gold as prescribed in the rules on occasions when medals or ribbons are to be worn. He also receives a citation signed by the President over the Seal of Guyana.
The Military Service Star (M.S.S.)
The Military Service Star is the highest award of the State for military service by officers of the Guyana Defence Force, the Guyana People's Militia and the Guyana National Service and may be awarded for gallantry in action or service of an exceptionally high quality beyond the normal call of duty.
The Military Service Medal (M.S.M.)
The Military Service Star may be awarded in respect of military service by members of the Guyana Defence Force, the Guyana People's Militia and the Guyana National Service for gallantry in action or other distinguished service beyond the normal call of duty.
The Efficiency Medal
The Efficiency Medal may be awarded in respect of military service to officers and other ranks of the Guyana Defence Force, the Guyana People's Militia and the Guyana National Service who complete not less than ten years of efficient service.
The Disciplined Services Star for Distinguished Service (D.S.S.)
The Disciplined Services Star for Distinguished Service is the highest award of the State for distinguished service beyond the normal call of duty in the Police Force or the Prison Service or the Fire Brigade.
The Disciplined Services Medal for Meritorious Service (D.S.M.)
The Disciplined Services Medal for Meritorious Service may be awarded for sustained and dedicated service of a high order in the Police Force or the Prison Service or the Fire Brigade.
The Disciplined Services Medal for Long Service and Good Conduct
The Disciplined Services Medal for Long Service and Good Conduct may be awarded to a member of the Police Force or the Prison Service or the Fire Brigade under the following conditions:
  (a) after the completion of fifteen years' continuous whole-time service, and
  (b) the person recommended does not have any entry in his defaulter's record for a period of twelve years.
Honorary Awards
Any citizen of another country who has rendered valuable service to Guyana or has performed an outstanding and specific act of service or achievement of an exceptional nature may be eligible for an Honorary Award under the Order of Service of Guyana.
Award of a Higher Grade
Where a person who holds an award under the Order of Service is given a higher award thereunder, he shall return the insignia and ribbon relating to the lower award and shall wear the insignia and ribbon of the higher award and use the suffix of the higher award after his name.

Necessity for Seal
No appointment, award, rule, or any revocation thereof, shall have effect unless it has been sealed with the Seal of Guyana.

Termination of Membership
A person shall cease to become a Member or an Honorary Member of an Order upon:
  (i) his death
  (ii) his resignation
  (iii) revocation of the appointment or award by the President

Administration of The Orders of Guyana
The President is the Chancellor of The Orders of Guyana and custodian of the insignia, ribbons and records of the Orders. He is charged with the administration of the Orders and shall make rules governing the order of precedence of Honours in Guyana.
An Advisory Council submits to the President a list of persons whom the Council recommends for appointment to the Orders of Guyana. The Advisory Council is composed of:
  (i) the Chancellor of the Supreme Court of Judicature (Chairman of the Council)
  (ii) not less than five nor more than seven other members who shall be citizens of Guyana and are appointed as follows:
    (a) not more than four members appointed by the President acting after consultation with the Prime Minister
    (b) one member appointed by the President after consultation with the Minority Leader
    (c) one member appointed by the President
    (d) one other member from among citizens of Guyana who are members of the Order of Excellence of Guyana
The Advisory Council considers nominations of citizens of Guyana from:
  (i) Ministries of the Government through the Permanent Secretaries
  (ii) any organization approved by the Council
  (iii) contacts initiated by members of the Council
The Permanent Secretary to the Office of the President or any such person he may designate serves as the Secretary-General of the Orders and maintains records of the Orders and the Advisory Council, and arranges investitures.
